On Tuesday the 28th, the MinKwon Center and several other immigrant rights organizations, including the New York Immigration Coalition, went to Albany to urge for the expansion of legal support for immigrant communities.
Hundreds of participants marched to the state capitol building and held a press conference with supportive lawmakers. Earlier this month, the legislature agreed on a historic $120 million budget for immigrant communities, with the largest portion of the funds designated for immigrant legal support.
This will help immigrants navigate the complicated legal system and find lawyers more easily. However, the Immigrant Legal Services Guarantee Bill, which the immigrant rights groups demanded to provide legal support for all immigrants, did not pass.
The bill was designed to establish an immigrant legal services system, guarantee legal representation for low-income immigrants in deportation proceedings, and prevent family separation.
Immigrant rights organizations are urging the New York State Assembly and government to pass a $120 million support budget and enact a Legal Representation Guarantee Act before the start of the new fiscal year on April 1. According to statistics, detained immigrants facing deportation who have retained lawyers have a success rate more than 10 times higher than those who have not received legal assistance.
Even for non-detained immigrants, the success rate with legal representation is 60%, compared to only 17% without legal representation. The enactment of a Legal Representation Guarantee Act would enable thousands of immigrants to receive legal assistance, live with their families, and contribute to the New York economy and community.

이날 수백여 참가자들은 주정부 청사까지 행진을 펼친 뒤 이민자 커뮤니티의 요구를 지지하는 의원들과 함께 회견을 열었습니다. 이달 초 주의회는 이민자 커뮤니티를 위해 역사적인 1억2000만 달러 규모의 예산안에 합의했습니다. 이 예산의 가장 큰 부분이 이민자 법률 지원에 쓰이게 됩니다.
이는 이민자들이 복잡한 법률 시스템을 헤쳐나가는 가운데 보다 쉽게 변호사를 찾을 수 있도록 돕는 역할을 합니다. 하지만 이민자 권익 단체들이 요구했던 모든 이민자들에게 혜택이 제공되는 법률지원보장법안은 통과되지 않았습니다.
이 법안은 (1) 이민자 법률 서비스 체계를 확립하고 (2) 추방 절차에 회부된 저소득층 이민자의 변호사 선임을 보장해 법적 권리를 보호하고 (3) 가족과 생이별하는 불행을 최대한 막으려는 목적으로 마련됐습니다.
이민자 권익 단체들은 뉴욕주의회와 정부가 새 회계연도가 시작되는 4월 1일 전에 1억2000만 달러 지원 예산안 확정과 함께 법률지원보장법을 제정하도록 촉구하고 있습니다. 통계에 따르면 수용소에 감금돼 추방 재판에 회부된 이민자들이 변호사를 선임하면 법적 조력을 받지 못한 이민자들 보다 10배 이상의 승소 비율을 보였습니다.
수용소에 감금되지 않은 이민자들의 경우도 변호사가 법률 대변을 하면 승소 비율이 60%인데 비해 변호사가 없는 경우는 17%에 불과한 것으로 드러났습니다. 법률지원보장법이 만들어져야 수천여 이민자들이 법률 지원을 받고 가족과 함께 살며 커뮤니티와 뉴욕 경제를 위해 기여할 수 있습니다.
